Update Cloudtoid.CodeAnalysis to the published 1.0.28 release. Modernize the publishing workflow with Node.js 24 actions and NuGet trusted publishing, replacing the expired API-key dependency.
Add a separate PACKAGE_README.md with installation guidance, a usage example, and an overview of the public utilities. PackageReadmeFile points to this document; the repository README remains independent.
Validation: 67 tests passed on .NET SDK 10.0.401 after the CodeAnalysis update. The README example compiles. Release packaging and inspection confirm the dedicated README and nuspec entry. All four NuGet trust policies are active, scoped to the matching repository, publish.yml, and package.
