Move the library and build/publish workflows to .NET 10 and pin NuGet dependencies to the latest published stable versions. The existing StyleCop preview remains unchanged because it is already the newest release.
This raises the minimum supported runtime to .NET 10. Cloudtoid dependencies use their latest published packages, so these PRs do not require unpublished package versions.
Validation:
dotnet test src/Framework.sln -c Releaseon macOS ARM64 with SDK 10.0.401: 67 passed. Includes the benchmark project build.
