Update build and publish workflows to actions/checkout v7 and actions/setup-dotnet v6, whose action manifests use Node.js 24. This removes the Node.js 20 deprecation warning on GitHub-hosted runners.
Validated action release tags and runtime declarations, and checked the workflow diffs. The separate NuGet publish failure is a 403 authentication/permission error and requires replacing or correcting the nuget_org_api_key secret.
