Move the library and build/publish workflows to .NET 10 and pin NuGet dependencies to the latest published stable versions. The existing StyleCop preview remains unchanged because it is already the newest release.
This raises the minimum supported runtime to .NET 10. Cloudtoid dependencies use their latest published packages, so these PRs do not require unpublished package versions.
Validation:
dotnet build src/Cloudtoid.CodeAnalysis.sln -c Releaseon macOS ARM64 with SDK 10.0.401: succeeded with zero warnings/errors and generated the NuGet package. This repository has no test project.
