[wrangler]: Add support for D1 "us" jurisdiction

This MR adds support for the "us" jurisdiction for D1 in addition to the already existing "eu" and "fedramp" jurisdictions.

The change is straightforward, complete, well-tested, and correctly synchronized. The JURISDICTION_CHOICES array is the single source of truth for the CLI, the help description is updated, the changeset is correct (minor), and tests cover the help output, invalid input, and valid input paths. The createD1Database in provision-bindings.ts doesn't handle jurisdiction, so no sync issue there.

No logic bugs, security issues, backward-compat violations, or incorrect API behavior found.
