Adds the release post for the upcoming release in #4023 (vinext 1.3.0, @vinext/cloudflare 1.2.0, @cloudflare/workers-response-store 1.1.2).

It follows the format of the 1.2 post. Sections:

• upgrade notes: invalid next.config routes now fail config loading, hash-only client file names, route grouping of client references
• fewer requests per page (feat(app-router): group client references by route #3697), with the grouping measurements
• faster cold starts (perf(app-router): preload only the rendered route's client references during SSR #4114, fix(app-router): load the browser route manifest from its own chunk #4116)

The post is vinext-1-3.mdx, and apps/web/app/blog/_source.ts now loads .mdx posts as well as .md. @mdx-js/rollup compiles .md as CommonMark, which drops raw HTML and has no pipe tables, so the post's tables need MDX. The slug is the file name without its extension.

Before merging:

• The date is set to 2026-10-20. Update it to the actual release date.
• The changelogs in chore: version packages #4023 link to /blog/vinext-1-3, so merge this before chore: version packages #4023 or alongside it. Otherwise the links 404 until the site deploys this post.
