Prepares cf-reactor event types for the upcoming package events. These need the EvalContext to look up the package module, an optional
package_moduleattribute in thewhenbody, and a state constructor that can fail on an unknown module. No behavior change for the existing file events.Whichever of this and #6446 merges second needs to add the
