Define `cel::TypeDefSet`, `cel::TypeDef`, `cel::StructTypeDef`, `cel::EnumTypeDef`, and `cel::Aspect` in `common/typedef/typedef` to represent declarative CEL type definitions. Each definition, field, and enum constant carries `aspects`: named, read-only `cel::Aspect` maps of `cel::Constant` properties keyed by aspect name (e.g. schema-specific properties for JSON Schema or Protocol Buffers).
