Preinstall the bundled utility contracts on the EVM devnet so Arachnid's CREATE2 factory is available to the conformance suite even when its deployment transaction is rejected. Require an explicit preinstall list in every chainspec, including empty lists.

we don't want any preinstalls in integration test?

EVM is disabled there, so I didn't put preinstalls there to keep it simple. ./evm chainspec is targeted for evm devnet specifically

The conformance devnet lacks the canonical CREATE2 deployer when its
fixed-price deployment transaction is rejected, blocking tests that
rely on the factory.

List the supplied utility contracts in the EVM devnet chainspec and
require every chainspec to declare the preinstall list explicitly.
Other bundled networks keep an empty list.
