Transactions at the EIP-7825 limit were rejected because the EVM lane allowed less gas. Raise the lane limit and preserve specific errors for transactions above the cap or without a matching lane. Keep the EVM devnet compatible with the single-lane configuration and cover the gas boundary through admission and execution.
Point lazy_static at the spin 0.9.9 package already in Cargo.lock. The upstream lockfile refers to 0.9.8 without a matching package, which prevents --locked builds across the stack.

The EVM conformance report found that transactions at Osaka's gas cap were rejected because the configured lane limit was too low. This raises the limit and returns clearer errors for transactions that exceed it or do not fit a lane.
