[FEAT]: Add default locale settings. #1282

Description

@genedan

Trying to create a custom Swiss/German/USA/Indian formatter puts a lot of burden on the user. While we should still enable this, having some built-in common locales as a convenience feature would be nice.

For example:

cl.options.set_option("display.numeric_locale", "CH") - for Swiss numbering.

    I ran into a super cool project called Babel:

    https://babel.pocoo.org/en/latest/numbers.html

    What we can do is allow the options to accept babel output, and the Triangles will format accordingly. If the output is just a proper format string as I think it would be, we would not have to add a dependency or even make any special changes to the code base to get this done.

    We would just need to add some tutorials that demonstrate the interop.
