fix issues regarding empty WIT interfaces and resources - #254

`component-init-transform` was not correctly detecting the end of component or module sections when the component or module was empty, so I fixed that and made a new release. Also, `Summary::generate_code` was generating invalid code for exported resource types with no methods, which this also fixes. Fixes bytecodealliance#252
