Since bfgroup/b2#616, b2 compiles intel-linux release builds with -O3 -ipo, which emits LLVM bitcode, but does not pass -ipo at link time. Every icpx release link fails with file format not recognized. This breaks the icpx-2025 job on develop, master and every open PR.

Temporary workaround: add linkflags=-ipo to the icpx matrix entry. Debug links are unaffected by the extra flag. It should be reverted once b2 is fixed.
