ubuntu-latest is now Ubuntu 26.04, where qemu-user-static is a virtual package with no installation candidate: So "Setup multiarch" fails and the four QEMU jobs (ppc64le GCC, GCC with IEEE long double, Clang, and s390x Clang) never build anything, on every PR. The next step, bdde-multiarch, registers the QEMU handlers itself, so this drops qemu-user-static from the apt-get install line and keeps binfmt-support.

@Lastique I separated this part out from PR#65. That one is a big one - but there are few bugs (issues #66 and #67 that are bugs - one introduced by #53) - which are small enough.
So I was thinking - after this I send the fixes for #66 and #67 . PR#65 could wait.
