The second release run (40918798359) got past
credentialsand the tests, then failed at the repository SBOM:ENOENT: no such file or directory, open 'sbom/release-workflows-v1.0.0.spdx.json'. Nothing was published or tagged.sbom/is created only by the image-SBOM download, which is skipped for a release without images, and the SBOM action doesn't create its output directory.publish.ymlnow creates it first. The branch also merges
stableintodev(no file changes), so the next promotion PR is up to date.
