Summary

Replace httpx with blasthttp (headers as list[tuple], async wrapper for event loop)
Bump version to 11.0.0
Bump minimum Python version to 3.10
Add automatic release tagging on publish
Use GitHub App token for daily update and release tag push
Fix Microsoft Azure IP ranges (dynamic URL instead of stale 2020 snapshot)
Add ASN fallbacks for 8 Korean providers with broken @aut- org IDs
Add new providers: Vultr, UpCloud, BunnyCDN
Fix runtime import error: lazy import of blasthttp/asyncio inside request()
Fix fetch_asns bug: cidrs was list (no .update()), changed to set
Add *.so to .gitignore
