Use base-v2.7.0.2 from releases/v2.7.0 after merging base/reth#28. Preserve full-preset RocksDB downloads and retained-history checkpoint safety after rebasing on main. Refresh the pin provenance and documentation, and format the merged trie test imports.

Backports the merged paradigmxyz#27939 and paradigmxyz#27940 (squash commits 58a9fc1, e3232dd, including reth team review changes) onto
releases/v2.7.0, matching #27 for v2.5.2, so Base full snapshot downloads keep the prebuilt history indices instead of rebuilding ~13.4M blocks of them. Also backports paradigmxyz#27677, which the newhistory_checkpoints_do_not_advertise_undownloaded_changesetstest depends on.Remaining CI failures are preexisting on
releases/v2.7.0(clippy/docs lints from the newer toolchain, rustls RUSTSEC-2026-0346..0349 in cargo deny, Actions scan OIDC 403).
