update docs for v0.8.0 release

What changed? Why?
Updates docs for base/base v0.8.0 release, with a focus on Flashblocks API changes and node operator requirements.

• Flashblocks (newFlashblockTransactions) - Documents receipt fields now included in full mode responses, rewrites the Returns section to accurately describe both the subscription ID response and the per-notification object structure, with nested ResponseField docs and links to the Receipt/Log Object schemas in the overview and bumps minimum client version requirement to v0.8.0
  Adds concrete notification format examples for both full: false and full: true
• Node operators: base-v1-upgrade: Bumps required software versions: v0.7.0 → v0.8.0 for both base-reth-node and base-consensus
• Navigation: Sorts the Ethereum JSON-RPC API sidebar group alphabetically, bringing eth_subscribe/eth_unsubscribe into their correct position instead of appended at the bottom
