…6d890 Resolves a modify/delete conflict. #847 deleted .github/workflows/lambda-layer-publish.yml on main. This PR bumped two actions/setup-python pins in that file. The deletion wins, so the file stays removed. The other nine workflow bumps are unchanged.

Description of changes
The OTel plugin Lambda layer is no longer needed, but OTel releases still build and publish it. Remove its release/manual workflow, build and SDK-version resolution scripts, SDK pin, and dedicated tests. Remove the obsolete test path and pip bootstrap from the GitHub scripts workflow, and remove retired-layer references from the release guide and OTel README.
OTel PyPI publishing, wheel compatibility checks, and ADOT/community-layer integration remain configured.
Design
No design note needed: this retires tooling and adds no logic or public APIs. Net change: 875 lines removed, including 192 lines of layer build/version-resolution source; no public API changes.
Assumptions
The repository no longer needs to build or publish its SDK-specific OTel layer, as requested. No new service or runtime assumptions.
Decisions not covered by the issue or the design note
Remove the now-unused helper scripts and metadata alongside the workflow so releases no longer require maintaining a layer SDK pin.
Validation
hatch run test:all .github/scripts/tests packages/aws-durable-execution-sdk-python-otel/tests/test_package_metadata.py -q: 234 passed, one pre-existing failure intest_lintcommit.py::test_subject_uppercase. The same failure reproduces using the unchanged files frommain(cf220e8f). All tests selected by the GitHub scripts workflow and all OTel metadata tests passed; the failing lint test is outside that workflow's test list.git diff --checkpass.Checklist
