The repository previously had no LICENSE file. Adds the canonical Apache 2.0 license and a NOTICE file aligning with the main authorizer project's relicensing (CNCF Charter §11(b)(iii)).

Summary
The repository previously had no LICENSE file. This PR adds the canonical Apache 2.0 license and a NOTICE file, aligning with the main authorizer project's relicensing.
Why now
CNCF Charter §11(b)(iii) requires CNCF-accepted projects to distribute under Apache 2.0. The main `authorizer` repo is relicensing in authorizerdev/authorizer#612 as part of CNCF Sandbox preparation. All sibling repos are following suit so the project is consistent.
