Adds the canonical Atomic SDK License Agreement (byte-identical to atomic-transact-ios/LICENSE, the confirmed-correct reference) as LICENSE, and sets the npm license field to SEE LICENSE IN LICENSE. Part of the SDK-613 license audit — no code changes.
