Playwright's bundled browsers are compiled against ICU 74 which is not available on Ubuntu 26.04 (the current ubuntu-latest). Pin the runner to ubuntu-24.04 where the required system libraries (libicudata.so.74, libicui18n.so.74, libicuuc.so.74, libxml2.so.2) are available. Pin website CI runner to ubuntu-24.04

Pin CI build runner to ubuntu-24.04
The newer GCC on Ubuntu 26.04 is stricter about strchr() returning const char* when given a const char* input (aligning with C23 semantics), which triggers -Werror=discarded-qualifiers.
About runner pinning
Ubuntu 24.04 LTS reaches end of life in April 2029, but GitHub typically drops runner images ~6 months after EOL, so realistically mid-to-late 2029.
For the website the longer-term fix is upgrading Playwright to a version that supports the newer Ubuntu (and its ICU version). Worth revisiting when Playwright releases support for 26.04, at which point you can switch back to ubuntu-latest.
