ok cool we got the rust side working now. there are 4 PRs, we should pull them in together

Replace classic branch protection with an equivalent ruleset, since classic protection blocks ruleset bypass, and add apache/iceberg-public as a pull-request bypass actor on the Merge Queue ruleset. Ports apache/iceberg-rust#3458, apache#3481, and apache#3489.

Rationale for this change
Basing this off apache/iceberg-rust#3459
The eventual goal is to have a break-glass control to bypass the merge queue. We haven't been able to unblock CI with #4100 because the merge queue hasn't had enough runners.
Are these changes tested?
Are there any user-facing changes?
