CAMEL-23296 - upgrade Maven wrapper to 3.3.4 with Maven 3.9.15

command used: mvn wrapper:wrapper -Dtype=bin -Dmaven=3.9.15 and readded the copyright header to maven-wrapper.properties

Note: the maven-wrapper.jar was already in 3.3.4 but not the property value
