Some Fate Transaction details missing from Monitor #6566

While testing apache/accumulo-testing#322 locally I saw two items on the Monitor Fate Tx Details page:

1. For Bulk Import transactions the Operation column shows a dash and the Age column shows 56 years
2. For Compact transactions the Created date column values show 38 days in the past for some tables. I think I only saw this with the root table, but this should be checked.

Note that the issue may not be in the Monitor, the root cause may be down in the Fate code somewhere.
