Publish VISOR package to public PyPI #10

User Story Description

Update the build_and_publish.py to publish releases to the public PyPI.

We currently publish to both the PyAnsys and Solutions PyPI. Included in this task, we will:

• Remove the step for uploading to the PyAnsys PyPI.
• Keep the step for uploading to the Solutions PyPI, and include nightly dev releases here (these were previously being uploaded to the PyAnsys PyPI)

Acceptance Criteria

• On a release, we upload the ansys-visor-viewer package to the public PyPI and the ansys solutions internal PyPI
• Nightly, we upload a dated nightly dev release to the ansys solutions internal PyPI.
