Upgrade annotation-parser to Kit 3.0.2 and the shared Maven build and release configuration.
Breaking change: the publicly exposed kit-base dependency moves from 2.3.1 to 3.0.2, including Conditional and AnnotatedTypeToken API changes.
Validation: Maven 3.9.16 / JDK 25.0.2; normal and release-profile clean verify passed with 12 tests, no failures, errors or skips. Local release verification skipped signing and publishing.
