Why

Companion to agstack/ar2#17 — same defect, same fix.

  • The existing LICENSE was silently truncated: exactly the first 134 lines of MPL-2.0, ending mid-sentence in §2.4, with the copyleft core and Exhibits absent. GitHub reported the repository as NOASSERTION.
  • MPL/GPL trigger only on distribution; the hub is operated as a service. EUPL-1.2's copyleft attaches to "providing access to its essential functionalities" (§1, §5), binding hosted forks — the goal is one standard implementation, with modifications contributed back rather than proliferated.

What

  • LICENSE replaced with the canonical EUPL-1.2 English text (sha256-pinned).
  • SPDX header on all 5 tracked Python files.
  • scripts/license_check.sh + a gating license workflow (this repo previously had no CI at all).

Before merging

  • Relicensing consent from all contributors to date (see ar2#17).
  • AgStack TAC / Linux Foundation sign-off on the copyleft departure from the Apache-2.0 default.

Companion to agstack/ar2#17. LICENSE was the first 134 lines of MPL-2.0,
truncated mid-sentence; GitHub reported NOASSERTION. EUPL-1.2 binds
hosted forks ("providing access to its essential functionalities"),
matching the one-standard goal for the node network.

scripts/license_check.sh pins LICENSE by sha256 and requires the SPDX
header on every tracked Python file; the new license workflow gates on it.
