docs(m227): workspace chat authoring, per-source webhooks and runner labels - #219

Rewrites authoring, install and library for the draft-review-save flow, adds the Chat section to the CLI reference, moves budgets to whole nanodollars, and lists the new draft, library-revision and runner authoring-lease routes. Retires the bundle and catalog error codes. Pairs with the agentsfleet M227 pull request (feat/website-completion); the nav entries and the openapi drift check match that branch's public/openapi.json, so merge this after it. Each webhook trigger now has its own URL, /v1/webhooks/{fleet_id}/{source},
and the bare /v1/webhooks/{fleet_id} route is gone. A source must be one
agentsfleet can verify (github, linear, slack) or declare a Svix
signature.secret_ref. The api trigger is removed, so triggers may be empty.
Definition examples carry the top-level description in place of the skill
member, and the limits count characters. Runners gain label edits through
PATCH. The changelog entry lists the removed preference, session, connector
callback and webhook routes, the 400 for a malformed lease_id, and Save's
pending first-run state.

The Svix URL names only the fleet, so it delivers to the fleet's first webhook trigger. A Definition listing a Svix-signed source after another webhook trigger is now refused when it is saved. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
