  • Bumps docs-theme-extras to v0.3.16 (table column wrapping, version tags inside tabs).
  • CI: framework tests use https apt mirrors with a 10s timeout. The draft tracker no longer flags a link to the code PR the draft documents.

Use https apt mirror and short timeout in framework tests
d77339b 
Plain http to archive.ubuntu.com stalled ~30s per index file before apt
fell back to https, using up the 15-minute job budget
(kagent-dev/website#568). Rewrite the mirror to https and cap apt's
http/https timeouts at 10 seconds.
