proto: move ateenv proto definitions from v1 to v1alpha - #55

Move protobuf definitions from proto/ateenv/v1 to proto/ateenv/v1alpha
and update package to ateenv.v1alpha to reflect the alpha status of the API.
- Relocate proto/ateenv/v1/{env,guest}.proto to proto/ateenv/v1alpha/
- Update package declaration and go_package options to v1alpha
- Regenerate Go and Python protobuf/gRPC stubs
- Update Go imports, package references, and tests to ateenvv1alpha
- Update Python SDK stubs, imports, tests, and stub generation script
- Update proto references and grpcurl examples in documentation
