Two ESA-PL licenses are miscategorized #85
Description
ScanCode LicenseDB - ESA-PL lists 3 licenses
The last two have copyleft in the name, but are categorized as Permissive. A more appropriate categorization would be:
"ESA-PL-strong-copyleft-2.4": "Copyleft",
"ESA-PL-weak-copyleft-2.4": "Copyleft limited",

@elrayle thanks for spotting this, not sure how this went unnoticed. My bad
We have suggested categories based on the license detections we have on a license detection when adding a new license from the SPDX list via a script, but this should have been caught and updated in review. Fixing this right away at:
