Prepare the scanner runner’s first release using current @wirecat/cli-core tooling, with the merged parser fallback and independently run scanner workflow. Consolidate the initial release changelog while preserving the already merged search research entries.
Validation: lint, typecheck, full coverage (59 tests; 100% lines), docs and Bun smoke passed. The pinned Semgrep fallback also detected two synthetic controls in a previously unparsable file and mapped both back to TypeScript source. No private findings or live cast are included.
