WireCatLabs migration, phase 3, step 1 of 2 for cli-messaging: rename only packages/sqlite and packages/onnx and their workflows, so sqlite.yml / onnx.yml can publish @wirecat/cli-messaging-{sqlite,onnx}@1.0.0 from main. The root moves to them in the next PR.
