ci: pin every action by commit - #802

A tag can be moved to other code by whoever controls the action's repository; a commit cannot. Same pins as max-cli and the release workflows, each checked against its tag. uses:pinned to a commit, with the version in a comment: the same pins max-cli and the release workflows already use.
