docs: state the current facts only - #799

Finished plans, storage handoffs, plans and research, evaluation records and the 0.27.0 storage snapshot are deleted; git keeps them. The lanes plan becomes docs/dev/COORDINATION.md (the next migration number and release rules), the platform proposal's open items become docs/dev/BACKLOG.md, the storage rulings are one line each and in force. Correction marks and strikethrough are rewritten to the current fact, and CONVENTIONS.md and CLAUDE.md now say documents hold the current state.
