Resumable recording files currently require each provider to implement native handle ownership, bounded metadata and prefix verification. Add
NativeRecordingPartialStoreat./persistence/native, implementing the existing meeting transfer port; hosts choose their prefix, persistence and byte limits. Locator hashes and checkpoint field order remain compatible with existing hosts. The portable transfer service keeps range/validator/restart policy. Native metadata, writer and composition modules remain separate from that domain and from low-level file helpers. Writable ordinary-file opens reuse the existing Windows identity normalization. Failed setup closes its handle; partial writes cannot produce false checkpoints, replacement paths refuse append, and late-close failure withdraws completion.
Validation: 4,697 full-suite tests passed (four existing skips), coverage 95.03% lines / 84.93% branches; 24 adapter cases pass including independently written legacy bytes, source interruption, short I/O, malformed/oversized metadata, symlinks/replacement, cancellation, truncate/metadata/late-close faults. Types, docs and built-package checks pass. No dependencies, commands, store migrations or final-publication journal changes.
