Detect out of sync nodes (changes after the code review)

Disable connection pools that are out of sync: delayed, resumed after an outage, or keep syncing.
The connection pool should run periodically the test that gets the current block from a node and check if it is delayed.

Moreover, include this status in Admin Panel.
