ci: add the Dependabot pin-override workflow (uv pass) - #22

Cut from dependency-policy templates/pin-override.yml — Python-only shape: setup-uv instead of node/corepack, one `Override pins` step at the repository root, `uv.lock` in add-paths; 04:49 UTC Mon-Thu. pip-audit over a frozen `uv export`, then `uv lock --upgrade-package '<pkg><next-line>'` for what it names, capped at each package's own line, audited again; pyproject.toml is never edited.
