Replace the disabled mypy check with an active
uv run --locked ty check, migrate the dependency/configuration and README badge, and fix the reported typing issues. Preserve the existing remote pre-commit hooks and Ruff configuration.Validated on Python 3.11: all 200 tests, ty, all pre-commit hooks, and portable lockfile checks pass (
UV_NO_CONFIG=1).
