Add OpenOCD target for the aforementioned board.


Reason: This is not present upstream, since MSPM33C321A LP does not have upstream OpenOCD support. Might need to rename the target once it is upstream.

Question: What branch/tag are we using with OpenOCD in our SDK-NG fork. Pinging maintainer @vvnpais

Not sure, openocd for m0/m33 is currently being handled by someone else, @soumya-TI should be able to answer on which branch we will finally land on. I am currently using the default branch from downstream ti-openocd as a placeholder but it might change.

I asked @s-m33r and he said that AM13x support in ti-openocd is not reliable but is fine upstream, that's why I asked. For M33C321A this change should be fine with ti-openocd however.
