TestForge loads the detailed metered-verification procedure only when the work needs it, while retaining its authorization, quota, and verification safeguards. The current 1.1.7 packages, manifests, and delivery sidecars now carry the same repaired content.
Local validation passed the existing targeted tests and package/archive checks. This PR runs the repository's native required checks before merging. The 1.1.7 release tag remains unchanged; current replacement assets are already synchronized.
