Removes the extra Python/Pillow installation and verification step from the regular .NET workflow and deletes the now-unused
Tests/Drawing/verify_gif_pillow.pyscript. Replaces the environment-dependent GIF export test, which silently returned with no assertions outside the custom CI step, with an unconditional MSTest that validates every frame of the two checked-in GIF fixtures usingGifFile's separate LZW decoder/disposal compositor, including timing, loop metadata, and a size-regression assertion. The existing 61-frame synthetic and disposal tests are retained. Does not claim performance results for the two large real-world GIF files from the report, because neither original file is available in the repository. New branch based on latestmaster, one commit.
