Test Issue - ListView Command Set commands are not displayed in the context menu (ECB) #11065
Describe the bug / error
I have created a ListView Command Set extension using the standard SPFx template.
I have not changed the extension location configuration from the generated project. The commands are available in the list command bar, but they are not displayed when I right-click an item or open the item's context menu (ECB).
I would expect the commands from the ListView Command Set to be available from the context menu as well.
I have tested the same solution in multiple SharePoint Online sites and the behavior is the same.
There are no errors in the browser console, and the extension loads correctly in the list.
Steps to reproduce
Create a new SPFx solution using the ListView Command Set template.
Do not change the generated custom action location.
Implement a simple command that is enabled for a selected list item.
Run gulp serve.
Open a SharePoint Online list or document library.
Open the command bar and verify that the custom command is displayed.
Select an item and open the context menu (ECB).
Observe that the custom command is not available in the context menu.
Expected behavior
The ListView Command Set commands should be available in the context menu (ECB) when the extension is configured to support the context menu.
The developer should not need to manually change the custom action location from the generated configuration just to make the commands appear in the context menu.
If additional configuration is required to display commands in the context menu, the documentation should clearly describe the required CustomAction location and how it affects command placement.

Thank you for reporting this issue. Here is an AI-generated initial response:
Classification: Not a bug — the generated ListView Command Set configuration targets the command bar, not the item context menu (ECB).
Microsoft’s ListView Command Set guide documents separate locations for the command bar, context menu, and both. The reported result is consistent with the unchanged template configuration.
A related issue concerned commands still missing after the location was set to both surfaces; that is a different case.
What to do now:
For gulp serve, set your command set’s location in config/serve.json to ClientSideExtension.ListViewCommandSet for both surfaces, or .ContextMenu for ECB only.
For deployment, set the matching Location in sharepoint/assets/elements.xml. Retest with an item selected. If it remains absent, share both configurations and your SPFx version.
