refactor(session-refresh): call wake authority directly

[ScriptedAlchemy]

Summary

• delete the daemon wake wrapper and redundant scheduler wake port
• wire the canonical project/profile wake authority through one typed callback
• preserve scoped refresh routing and typed success/refusal behavior

Tests

• 56 refresh unit tests passed
• 33 refresh integration tests passed
• final wake tests: 2/2
• affected check/clippy, fmt, diff and commitlint passed
