refactor(dashboard): wire PR autotrack through reader callback

Summary

• delete DashboardPrAutoTrackReadPort and DaemonPrAutoTrackReadPort
• compose one managed-summary reader callback from the canonical PR-autotrack owner at project open
• carry that reader through dashboard state without a trait/ZST forwarding pair
• preserve payload and configuration behavior

Tests

• 3 focused payload-equivalence tests passed
• affected check/clippy, fmt and commitlint passed
• deleted-name census clean
