Description
This PR enables systematic variations by intercepting and modifying PMT calibration database entries. The motivation is to capture an average fractional change in PMT SPE amplitudes observed over run 1. This update makes it possible to configure global and per-channel fractional increases or decreases in PMT calibration properties (including but not limited to SPE amplitude) that are read from the PMT calibration database.
For the SPE amplitude variation, a new fhicl is added to reduce all the SPE amplitudes by 6%.
