fix: also log SAIC retry-later errors as a short warning - #474

SaicApiRetryException (e.g. return code 4, remote control instruction failed) is a transient server-side condition like a timeout. Treat it the same way: one-line warning, traceback only at debug level. Refs #390
A failed command is a final failure for the user, so keep ERROR for it. Polls and message checks are retried, so they stay at WARNING.
