Add a control command for the heated steering wheel. Status fields steeringHeatLevel and steeringWheelHeatFailureReason are already parsed. The RVC request type and param IDs are unknown.

Part of #26. Needs a live capture of the iSmart app traffic from an MG S6 (to be done separately).
