PR introduces max tax that can be indicated in tax form based on double taxation avoidance agreement e.g. If We do not provide residence certificate for dividends from US then at source we will pay 30% , but in Polish PIT-38 we can only show 15% based on double taxation avoidance agreement so we need still to pay additional ~4% . I confirmed this with Krajowa Informacja Skarbowa
